CLC Members Meeting<\/h2>\n

    Call to order<\/h3>\n

    Earl Brubacher called to order the meeting of the CLC at Elmira Lions Hall in Elmira at 7:00pm.\n<\/li>\n

    Roll call<\/h3>\n

    The following persons were present: Earl Brubacher, Robert Musselman, Michael
    \nPurves Smith, Marg Tassy Kreller, Earl Martin, Jerry Heidburrt.<\/p>\n

    Approval of minutes from last meeting<\/h3>\n

    Earl Brubacher read the minutes from the last meeting. Minutes were accepted by Robert Musselman, Michael Purves Smith.\n<\/li>\n

    Discussion<\/h3>\n
      \n
    1. Trip to Leamington Robert Musselman, Michael Purves Smith, Doug Thomas, and Earl Brubacher
      \nComments: – diesel smell inside the building, concerned.
      \n– food waste contained inside the building, used up daily.
      \n– smell not as bad as expected.
      \n– pit holds a couple truck loads, processed same day.\n<\/li>\n
    2. Elmira site preparation in the works \u2013 installation of services, sewer, water.\n<\/li>\n
    3. Submitted draft \u201cContingency Plan for Odours, Spills, Fires, Power Failures and Labour Disruptions\u201d to MOE for approval.
      \nContingency Plan is for onsite facility emergencies.\n<\/li>\n
    4. Request made to MOE for an amendment to the REA to change from oil to dry type transformer and;
      \nremove requirement for minimum flare temperature of 850 degree C and only monitor temperature.
      \nCLC member comment: % of odor elimination is time, and temperature.
      \nNo benefit for neighbors if it is a dry transformer.
      \nBecause it is a Renewable Energy Facility Woolwich Bio-en needs secondary containment for oil filled transformer.\n<\/li>\n
    5. Changes made in wording to Terms of Reference.
      \n– chairperson changed to a 12 month term.
      \n– membership term, half the positions can be designated as one year from November 21,2012 when committee was formed. Woolwich will circulate request who wants 1 or 2 rear term. From then on positions will be two year terms.
      \n– secretary appointed.
      \n– quorum meeting – business can be called at any dully called meeting by members.
      \n– Dully called meeting (meaning) all members have been notified or regular called meeting.\n<\/li>\n
    6. Copy of the REA approval is on the Bio-en Power Inc. website, look under site projects.
      \nCLC members would like a copy of the Environmental Review Tribunal,
      \nWoolwich will e-mail copy to CLC members.\n<\/li>\n
    7. Contingency Plan to be e-mailed to CLC member as soon as approval received from MOE.\n<\/li>\n<\/ol>\n<\/li>\n
