Description of Instrument:<\/p>\n

This proposal is for a new Renewable Energy Approval by Woolwich Bio-En Inc., located in the Township of Woolwich, in the Regional Municipality of Waterloo, Ontario. This is a Class 3 Anaerobic Digestion Facility that processes organic material using anaerobic digestion to produce biogas which will be combusted to generate electricity. The proposed facility will generate 2.85 megawatts (MW) of electricity and 3.02 MW of heat from the biogas. The proposed facility is to be located on lands that are zoned as industrial.<\/p>\n

The proposed facility will include two buildings, one for operations and one for processing. The operations building will house the reciprocating engines and other equipment to perform facility operations and control. The process building will receive organic materials and will contain equipment to prepare and blend the organic material prior to being fed into the anaerobic digestion equipment. The facility will receive and process no more than 70,000 tonnes\/year of organic material.<\/p>\n

The facility has been designed with emissions control equipment to mitigate the potential emission of air contaminants and odour from activities including: organic unloading, processing, and digestate loading.<\/p>\n

This facility is considered to be a Class 3 Anaerobic Digestion facility under Ontario Regulation 359\/09 Renewable Energy Approvals under Part V.0.1 of the Environmental Protection Act (O.Reg.359\/09). Applications for Renewable Energy Approvals are required to be submitted in accordance with O.Reg.359\/09 for consideration for approval.<\/p>\n

This comment period is for the public to review the proposal and provide comments and input directly to the ministry.<\/p>\n

Public Consultation:<\/p>\n

This proposal was posted for a 60 day public review and comment period starting June 22, 2011. Comments were to be received by August 21, 2011.<\/p>\n

All comments received during the comment period are being considered as part of the decision-making process by the Ministry of the Environment.<\/p>\n
