{"id":1656,"date":"2013-09-12T16:09:38","date_gmt":"2013-09-12T20:09:38","guid":{"rendered":"http:\/\/sobac.com\/~stopthestink\/?p=1656"},"modified":"2013-09-12T17:56:10","modified_gmt":"2013-09-12T21:56:10","slug":"notes-from-clc-meeting-on-10-september-2013","status":"publish","type":"post","link":"https:\/\/sobac.com\/~stopthestink\/2013\/09\/notes-from-clc-meeting-on-10-september-2013\/","title":{"rendered":"Notes from CLC meeting on 10 September 2013"},"content":{"rendered":"<p>Here are a few interesting tidbits I picked up from the <a href=\"http:\/\/sobac.com\/~stopthestink\/2013\/09\/agenda-for-clc-meeting-on-tuesday-10-september-2013\/\" title=\"Agenda for CLC meeting on Tuesday, 10 September 2013 | Stop The Stink In Elmira\">CLC meeting on Tuesday, 10 September 2013<\/a>.<\/p>\n<ul>\n<li>Construction update: Equipment is arriving, concrete is being poured, machinery is there, engines are there.<\/li>\n<li>Construction will be complete by the end of the year; operations will start at the end of the year, and ramp up to capacity over six months.<\/li>\n<li>The plant design is based on those in Austria, with changes to comply with Canadian building codes.<\/li>\n<li>There will be no feedstock from biomass specifically grown for biogas digesters. That would require a different design.<\/li>\n<li>The flare will not be temperature monitored; the MoE totally eliminated the temperature requirements. It is designed to be supplemented with natural gas to boost the temperature to 850&deg;C. There is a 4 inch pipe to supply 10 psi of natural gas, should it be required.<\/li>\n<li>The engines will run at  less than 40% methane in the biogas, but nominal operating concentration is 60% methane.<\/li>\n<li>Natural gas will not be used to run the engines powering the generators.<\/li>\n<li>Frey Farms (<a href=\"http:\/\/osm.org\/go\/ZXyKiVH7--?m=&#038;node=835461497\" title=\"OpenStreetMap: 6765 Line 86, Elmira, ON\">map<\/a>) has been awarded a 250 KW FIT contract to generate electricity. Bio-en will supply them with biogas, and possibly heat. There could be a pipeline to supply hot oil. The amount of gas to be used by Frey Farms represents about 9% of Bio-en&#8217;s capacity.<\/li>\n<li>The CLC has struck a committee to draw up a presentation to Woolwich Council to request a letter of credit for matching funds <q cite=\"http:\/\/sobac.com\/~stopthestink\/documents%20%28other%29\/ERT%20Order%20-%20Environmental%20Review%20Tribunal%20-%20Case%20Nos.%2012-027_12-028_12-029_12-030_12-031_12-032.pdf\">for use for the payment of technical engineering or scientific advice about or review of the operations of the facility<\/q> (q.v <a href=\"\"http:\/\/sobac.com\/~stopthestink\/documents%20%28other%29\/ERT%20Order%20-%20Environmental%20Review%20Tribunal%20-%20Case%20Nos.%2012-027_12-028_12-029_12-030_12-031_12-032.pdf\" title=\"Case Nos.: 12-027\/12-028\/12-029\/12-030\/12-031\/12-032 - Delaney v. Director, Ministry of the Environment - ERT Order - Environmental Review Tribunal - Case Nos. 12-027_12-028_12-029_12-030_12-031_12-032.pdf\">Environmental Review Tribunal Decision<\/a>, section 6)<\/li>\n<li>A site tour for members of the CLC is still premature. There&#8217;s still too much dirt. Maybe before the next meeting.<\/li>\n<\/ul>\n<p>The next CLC meeting is scheduled for Monday, 4 November 2013 in the Dodie Hummel Room of the Woolwich Township building. However, that&#8217;s also the date of the televised Council meeting.
