The minutes of this meeting are now available
The Bio-en Community Liaison meeting was a quick one tonight; we were done in less than an hour.
Although the minutes from the meeting on 1 April 2014 were not on the CLC Meeting Minutes at Bioen Elmira web page at the time of the meeting, they had been distributed to the CLC members ahead of time. The first item on this meeting’s agenda was acceptance of the minutes.

- Feedstock issue – additional available materials does not mean an increase in the amount of feedstock. Think of the list as a menu.
- Air samples – are they diluted, or concentrated? A: Clean air is smelled as a baseline, then sample air is added at various dilutions.
Earl Brubacher believes the minutes are already online.

- Receiving product every day.
- Fired the engine today for testing, run for a short period of time. Testing the engine for every possible fault. When the engine is running it’s feeding electricity into the grid.
- Waterloo Hydro says the substation (at Reid Woods Road?) is not ready. There will be a period from 14 May to 6 June when there will be no Hydro input, so any gas produced will be flared off. The flare will cycle on and off as the gas pressure reaches a threshold and is released.
- More outside work is being done: grading, paving next week, planting some trees and grass.
- The April 2014 Material Receiving Report (30.1 kBytes, .PDF) was distributed. Items before 17 April were from filling the tanks, after 17 April were from regular operation.
- The plant is now basically operational.
- There were two truck movements outside of regular hours, at 6:00am. Truckers were encouraged to arrive during regular hours, 7:00am to 7:00pm.
- All access to the plant is through Martin’s Lane. There is no access through Kenning Place, and no access is planned for Kenning Place.
- The plant currently has 25% of the total tonnage. That does not mean an increase in trucks for the remainder.
- The plant is no longer receiving local manure (needed to start the digesting proces), but is now receiving regular feedstock.
- There are more doors and windows to be painted.
- Nothing else to report…
- There are two operators on site, not doing shift work. Staff hours are from 7:00am to 5:00pm, with remote monitors and alarms at other times.

- Robert Musselman checked out Service Ontario for information on registering as a not-for-profit corporation.
- Price is $155 plus $305 (so $460)
- Bank account – simple to set up; the bank needs an item in the minutes as official documentation. No need to set up an account ahead of time.
- Protection from lawsuits will cost $600-$700.
- There are new rules for not-for-profit corporations, available online.
- The CLC Terms of Reference should be OK as by-laws for a corporation.
- It takes 5-7 business days to get registered, but with more money a 48 hours registration is possible.
- Bio-en will not provide matching funds for legal or accounting fees.
It was decided to take no action for now; the report will be tabled to be available when it becomes necessary.
