CLC Members Meeting

March 12, 2013

  1. Call to order

    Earl Brubacher called to order the meeting of the CLC at Elmira Lions Hall in Elmira at 7:00pm.

  2. Roll call

    The following persons were present: Earl Brubacher, Robert Musselman, Michael
    Purves Smith, Marg Tassy Kreller, Earl Martin, Jerry Heidburrt.

    Absent

    Doug Thomas
    Bob Gray
    Kevin Martin

  3. Approval of minutes from last meeting

    Earl Brubacher read the minutes from the last meeting. Minutes were accepted by Robert Musselman, Michael Purves Smith.

  4. Discussion

    1. Trip to Leamington Robert Musselman, Michael Purves Smith, Doug Thomas, and Earl Brubacher
      Comments: – diesel smell inside the building, concerned.
      – food waste contained inside the building, used up daily.
      – smell not as bad as expected.
      – pit holds a couple truck loads, processed same day.
    2. Elmira site preparation in the works – installation of services, sewer, water.
    3. Submitted draft “Contingency Plan for Odours, Spills, Fires, Power Failures and Labour Disruptions” to MOE for approval.
      Contingency Plan is for onsite facility emergencies.
    4. Request made to MOE for an amendment to the REA to change from oil to dry type transformer and;
      remove requirement for minimum flare temperature of 850 degree C and only monitor temperature.
      CLC member comment: % of odor elimination is time, and temperature.
      No benefit for neighbors if it is a dry transformer.
      Because it is a Renewable Energy Facility Woolwich Bio-en needs secondary containment for oil filled transformer.
    5. Changes made in wording to Terms of Reference.
      – chairperson changed to a 12 month term.
      – membership term, half the positions can be designated as one year from November 21,2012 when committee was formed. Woolwich will circulate request who wants 1 or 2 rear term. From then on positions will be two year terms.
      – secretary appointed.
      – quorum meeting – business can be called at any dully called meeting by members.
      – Dully called meeting (meaning) all members have been notified or regular called meeting.
    6. Copy of the REA approval is on the Bio-en Power Inc. website, look under site projects.
      CLC members would like a copy of the Environmental Review Tribunal,
      Woolwich will e-mail copy to CLC members.
    7. Contingency Plan to be e-mailed to CLC member as soon as approval received from MOE.
  5. New business

    1. No new business
    2. Next meeting Tuesday May 7, 2012 – 7:00 pm Location to be determined.
    3. Public welcome to meetings.
  6. Adjournment

    Earl Brubacher adjourned the meeting at 8:35 pm.
